Background
In July 2009, the EPDK gave preliminary approval to Selena Elektrik (a subsidiary of Bendis Enerji) to build a two-unit, 900-MW coal-fired power plant in northwestern Hatay province. Selena Elektrik began the environmental regulatory application process in December 2009.[2]
A lengthy petition was sent to Turkey's General Assembly by the Yeşilkent Irrigation Cooperative and numerous residents of Aşağı Burnaz village in March 2011, detailing numerous complaints about the proposed project.[3] A public environmental hearing in July 2011 was met with protests, with local residents concerned about the proposed plant's effect on citrus agriculture, a mainstay of the local economy.[4] A street protest against the proposed plant was held in Erzin in December 2011, where locals expressed opposition not only to this project but also to the numerous other proposed coal-fired plants in Adana and Hatay provinces.[1][5] In June 2012, another local environmental permitting meeting was shut down by protests.[6] The final license was issued in August 2012.[7]
In August 2013, it was announced that the expropriation of land for the plant's construction would be fast-tracked by the EPDK.[8]
The EIA was suspended in June 2014, as the Hatay administrative court ruled the EIA should consider the cumulative impacts of five different power projects proposed in the Burnaz region.[9] A new EIA was submitted in September 2014,[10] and rejected in October 2015.[11]
On June 15, 2017, the production license for the plant was terminated by Turkey's EPDK Board.[12]
Environmental impact
In December 2019 a lawsuit filed by the Erzin Environmental and Historical Assets Protection Association resulted in the Hatay Administrative Court cancelling the zoning plan for the plant. The Court ruled that the plant's impact on the wetlands where it would be built had not been adequately considered, that the plant would have damaged six endangered plant species in the Barnaz dunes and threatened the habitat of the endangered Iskenderun Lizard, and that the plant would have violated Law No. 3573 by being located less than 3 km from olive groves.[13]
