Background

The Semey-3 power station was announced in January 2023, although the project has been considered for about 10 years.[5]

In April 2023, Samruk-Energo JSC started developing the feasibility study.[6][7] Estimated project cost was 482 billion tenge.[5]

The plant will most likely run on coal, according to one report,[8] but may be dual-fuelled running on coal and gas, according to another report.[9]

The plant is expected to have 320 MW of power capacity and 1200 Gcal / hour of heat capacity. The final characteristics are to be determined as part of feasibility study.[7]

In June 2023, the feasibility study was in progress with coal and natural gas as the fuel options. Two serious investors were reported to be interested in the project - one from China and one from Russia, based on the mechanism of “tariff in return for investment”.[9] (presumably, a capacity-based tariff mechanism). The plant may be built by the end of 2026.[9] Feasibility study was expected to be completed by the end of 2023.[10]

Following Vladimir Putin's visit to Kazakhstan in November 2023, a memorandum was signed between Russia and Kazakhstan to agree that Russia's Inter RAO-Export (a subsidiary of Inter RAO) will build three CHP plants in Kazakhstan including Semey-3 power station, Kokshetau power station and Ust-Kamenogorsk TETS-2 power station agreement is in consultation mode until the end of December 2023.[11][12] The project was said to be in the feasibility study stage, but now with higher capacity of 360MW.[12]

In January 2024, the location of the plant has been decided on - the left bank of the city of Semey, near Stepnoy settlement.[13] Feasibility study was being conducted by Stroyindistriya TOO[13], expected to be completed in March 2024. EPC contract was planned to be signed in Q3 2024 with construction to be completed in 3 years (2027).[14][15] However in June 2024, it was reported that a contract with with Inter Rao for the feasibility study (not EPC) is in the final stage of discussions.[16]

Financing

In January 2024, it was reported that 480 billion tenge will be allocated to the project.[17] (It was not clear whether this reflects government or municipal funding and whether plans to find an investor have been scrapped). Financing by Russian financial institutions was also mentioned as planned by another source.[15]
