Ust-Kamenogorsk TETS-2 power station (ТЭЦ-2 в г. Усть-Каменогорск) is an announced power station in Ust-Kamenogorsk, East Kazakhstan, Kazakhstan. It is also known as Ust-Kamenogorsk CHP-2.

Background

Construction of Ust-Kamenogorsk CHP-2 was announced in October-November 2023[7] although just earlier in the year the authorities confirmed that the plant would not be built.[8]

Ust-Kamenogorsk is heavily polluted due to industrial activity of several metallurgical factories as well as the existing Ust-Kamenogorsk TETS power station. Residents are exposed to heavy smog on many days and are advised to stay indoors.[9]

The new CHP-2 plant with 560 MW of capacity[10] would be built on the left bank of the river Irtysh, in the residential area also known as 'Silk Fabric Factory' (KShT) located in the southern part of Ust-Kamenogorsk.[9] The plant would supply heat also to the right bank of the river via new heat pipelines and would eventually replace the old Ust-Kamenogorsk TETS power station. However all other (multiple) sources referred to lower planned capacity of 360MW.[11][12][13]

Following Vladimir Putin's visit to Kazakhstan in November 2023, a memorandum was signed between Russia and Kazakhstan to agree that Russia's Inter Rao - Export (a subsidiary of Inter RAO) will build three CHP plants in Kazakhstan including Ust-Kamenogorsk CHP- 2 as well as Kokshetau power station and Semey-3 power station.[14][15]

Feasibility study was planned to be conducted in 2024.[15] Estimated project cost is 490 billion tenge (over USD 1 billion).[11] Signing of EPC contract was planned for Q1 2025, as of January 2024.[12] The government order from February 2024 on the 'Program for power sector development until 2035' confirmed the plan to build a 360MW plant by 2028.[16]
