Shangluo power station (陕西投资集团商洛发电厂) is an operating power station of at least 1320-megawatts (MW) in Shahezi Town, Shangzhou District, Shangluo, Shaanxi, China with multiple units, some of which are not currently operating.

Background

In 2011, Shaanxi Provincial Investment Group proposed a 2 x 660 MW ultra-supercritical coal plant for Shahezi Town,[2] and an agreement was signed between Shaanxi Provincial Investment Group and the Shangluo government in May 2015. It was under construction,[3] and planned for operation in 2017.[4]

2017: Plant halted by government

In July 2017, the NEA released the "Guideline of Supply-Side Reform of the Coal Power Bubble". The Guideline included a draft list which slowed down or halted 185 coal-burning units across 21 provinces, totaling 107 GW. 114 coal units (65 GW) were ordered to slow down the construction progress during 2017 to 2020, and were not allowed to connect to the grid in 2017. In addition, 71 coal units (42 GW) were halted indefinitely for regulation violations. The list partly overlapped with the projects listed in the January NEA letter to 13 provinces.[5]

Shangluo power station Units 1-2 were among the halted coal-burning units,[5] and also appeared on an updated list of halted projects released in September 2017.[6]

Construction continues after July 2017

Satellite photos from July and November 2017 showed that construction continued after the July 2017 suspension order,[7] and has continued through June 2018.

2018-2019: Plant commissioned

Unit 1 was commissioned in November 2018.[8]

Unit 2 was commissioned in March 2019.[9]

Expansion

In October 2022, a feasibility study report for a 2 x 660 MW Phase II was underway.[10]

In February 2023, it was reported that the proposed expansion had been approved on the basis of seismic and environmental safety evaluations.[11] In March 2023, the expansion's Feasibility Study had been approved.[12] By June 2023, the two expansion units had been permitted by the Shaanxi Provincial Development and Reform Commission.[13]

The two expansion units were included in Shaanxi province's key thermal power projects lists in 2023, and the project was expected to begin operation in 2023.

Bidding for the expansion project's EPC was underway in June 2023.[14][15]

Ownership

Shaanxi Huisen Coal Industry is the sponsor of the project, due to a merger by Shaanxi Provincial Investment Group and Shaanxi Province Coalfield Geology Group.[16]
