Background

Shantou LNG Terminal is a proposed LNG terminal in Guangdong, China.

A binding agreement was signed in 2011 for Australia’s Icon Energy to supply China’s Shantou Sinogas Energy with LNG over 20 years beginning in 2016. SinoEnergy proposed a LNG terminal on Nan’ao Island with a receiving capacity of 3 mtpa. Both parties have extended the completion deadline for a gas sales agreement between the two companies until June 2018.

In 2011, China Guodian ( it was merged into National Energy Group in 2017) was interested in building an LNG terminal in Shantou. The project's name was Nan'ao LNG terminal (南澳LNG接收站).

In 2015, the government of Haojiang District, Shantou and China Huadian Group Clean Energy Co signed binding agreement to jointly develop Shantou LNG terminal. The receiving capacity would be 1.5 mtpa.

In 2016, the city government of Shantou signed investment agreement with Yudean Group (changed name to Guangdong Energy Group in 2019) and its partners to jointly invest and build Shantou LNG terminal. The proposed receiving capacity would be 3 mtpa, and the estimated investment would be 6.6 billion yuan ($ 1 billion).

In 2018, it was reported the project was facing challenges on sea source usage.

In 2021, Shantou Communication Bureau expressed the determination to accelerate the preliminary work of the Yudean Shantou LNG terminal project during the period of 14th Five-Year Plan.

More details of the project were disclosed in October 2022 when a delegate from a non-communist party visited the sponsor company:

Guangdong Yuedian Shantou LNG Station Project (hereinafter referred to as the "Project") is proposed by Guangdong Yuedian Shantou LNG Co., Ltd., which is controlled by Guangdong Energy Group Natural Gas Co., Ltd., a subsidiary of Guangdong Energy Group. The total investment of the project is around 13.5 billion yuan with 10 billion yuan for the first phase, including five storage tanks with 220,000 cubic meters each. The annual receiving capacity is 3 million tonnes for the first phase. The gas supply capacity is 4.2 billion cubic meters per year.

In the second phase, two 220,000 cubic meter storage tanks will be built, and the annual receiving capacity of the two phases will reach 6 mpta. The gas supply capacity will reach 8.4 billion cubic meters per year. A special LNG jetty with a berthing capacity of 80,000-217,000 m3 (its hydraulic structure is designed for berthing 267,000 m3 LNG vessels) and one berth for 1,000-ton workboats will also be built.

In addition, a gas pipeline with a length of about 50 kilometers and a gas transmission capacity of 3.846 billion cubic meters per year will be built. further expansion and upgrade are possible according to the needs of the government. It has the potential to become a national natural gas reserve base (the project site is located on a block of more than 1,000 mu （0.67 square kilometers）, which can accommodate 15 storage tanks of 220,000 cubic meters).

广东粤电汕头液化天然气接收站项目（以下简称“项目”）由省属广东能源集团旗下的广东能源集团天然气有限公司控股的广东粤电汕头液化天然气有限公司负责建设和运营。项目总投资约135亿元，一期总投资约100亿元，建设5个22万立方米储罐（其中3个用于日常运营，2个用于日常各类储备，总储备库容可达6.87亿立方米天然气），年周转能力300万吨LNG，供气能力达42亿立方米/年，日常储备能力根据政府、燃气企业及战略需求可进行调整；二期建设2个22万立方米储罐，两期建成储罐年周转能力达600万吨LNG，供气能力达84亿立方米/年。配套建设1个靠泊能力为8万-21.7万m3LNG专用船舶接卸泊位（其水工结构按靠泊26.7万m3LNG船舶设计）和1个1000吨级工作船泊位，并预留1个8万-21.7万m3LNG专用船舶接卸泊位。另配套建设长度约50公里输气能力为38.46亿立方米/年的输气管道。后续项目可根据国家、省、市需要进一步挖掘扩建升级空间，具备成为国家级重要天然气储备基地的潜力（项目选址所在地块超过1000亩，可满足布局15个22万立方米的储罐）。

On July 16, 2023, National Energy Administration responded the deputies of the People's Congress regarding their request to support the development of Shantou LNG terminal, indicating the already operated and planned LNG terminals in Guangdong can meet the natural gas consumption needs for a long time to come. The letter also says Guangdong has diversified natural gas sources that could ensure the sufficient and stable gas supply, implying there is no need to build new LNG terminals in near future. Guangdong will improve the pipeline network to better supply the natural gas in Shantou area instead.

广东省已规划布局的进口液化天然气接收站项目可以满足今后较长一段时间内广东省天然气消费需要。同时，广东省已形成南海海气、陆上管道气、进口液化天然气等多元化供气格局，有利于进一步保障广东省及周边地区用气稳定。为充分保障汕头地区天然气用气需求，我们支持广东省进一步完善省内管道等基础设施，充分发挥现有设施的市场供应能力。

After this letter was issued, the local government still push forward the project.
