Project-level coal details
Background
Shanwei Honghaiwan power station is a four-unit coal-fired power plant with a total capacity of 2,520 MW in Guangdong Province. The first two units, totaling 1,200 MW, were completed in 2008. Units 3 & 4, totaling 1,320 MW, were completed in 2010-11. The plant is owned by Guangdong Yudean Group.[2]
Description of Expansion
The power plant was originally designed for 4 x 600 MW and 4 x 1,000 MW. Guangdong Elec Power Dev Co was moving forward with the second phase of the plant for a total of 2,000 MW of additional capacity, and the feasibility study was completed in 2014.[3] [4]
Due to new restrictions announced during 2016 by the National Energy Administration and the National Development and Reform Commission, further capacity expansions at this location appeared to be on hold or cancelled. For details, see China's 2016 Restrictions on Development of Coal-Fired Power Capacity.
However, in late 2022, an expansion was put up for expedited public consultation ("The publicity period is from December 14, 2022 to December 16, 2022" only),[5] and permitted December 21, 2022.[6]
