Background

Construction of Unit 1 started around 2013, but as of April 2022, none of the units were commissioned. Some information online suggests that the construction of the power plant was indefinitely mothballed around 2015.[11] Energybase.ru lists this project as an ongoing construction in 2015.[12]

There are unconfirmed reports that EnergoPromInvest LLC has become bankrupt and sold the project.[13]

In February 2023, the Government of Moscow included the power station in the development plan of the public utility infrastructure of Moscow for 2023: the capacity of the power station will be increased.[4] The power station is owned by Mosenergo and is operating as part of CHP-26 (Mosenergo) power station. In April 2023, the plant launched three new boilers and doubled its total installed capacity. According to the Mosenergo newsletter, the equipment of the station includes only boilers, and the station provides heat to four residential districts in the Shcherbinka District. As of December 2023, the construction project of the two combined cycle gas turbines is considered to be cancelled.[6]
