Background
The Government of Maharashtra established the Urjankur Nidhi Trust (UNT) in the year 2006 to encourage sugar factories to develop cogeneration power projects. It began by forming Special Purpose Vehicles for a 36 MW project (Urjankur Shree Datta Power Company Ltd., or USDPCL) and a 44 MW project (Urjankur Shri. Tatyasaheb Kore Warana Power Company Ltd.).[5]
USDPCL was setup by Infrastructure Leasing and Financial Services Limited’s (IL&FS) step-down subsdiary i.e. IL&FS Renewable Energy Limited (IREL), which was a wholly owned subsidiary of IL&FS Energy Development Company Limited and UNT. It appeared to operate a captive bagasse based power unit adjacent to a sugar plant, with coal used as a fuel during the off season.[6][7][8][9][10][11]
In 2017, Shree Datta Sahakari Shetkari Sakhar Karkhana Limited (SDSSSK) appeared to take over IL&FS’s stake in the entity.[12] IL&FS reportedly sold other related assets in 2022.[13][14]
USDPL & SDSSSKL appeared to have a Project Development agreement under which SDSSSKL supplied its entire production of bagasse to USDPL and USDPL supplied power & steam free to SDSSSKL.[15]
