Background

Sibirskaya coal mine (шахта Сибирская) is an underground mine in Kemerovo Oblast, Russia.

It started operations in late 2021. The Sibirskaya coal mine is operated by Shakhta Sibirskaya LLC, owned by UglePromInvest.[4] However as of October 2023 it appears that the shareholder of Shakhta Sibirskaya LLC is Aliot LLC.[5][6][7][8] It could be that UglePromInvest was renamed or amalgamated within Aliot LLC - as of October 2023, the website of UglePromInvest does not exist anymore, however the website of Aliot LLC is visually the same as the old website version of UglePromInvest.

From 1975 to 2005, the mine operated under the name of Kuznetskaya underground mine,. Ffrom 1957 to 2000, the production volume was maintained at the level of about 2 million tonnes per year. After 2005, no mining was temporarily carried out. In 2016, the subsoil licence was reissued, the renewed facility was built and launched by the new owners in early 2022 with a design capacity of 6 million tonnes/year of coal.[8] Construction of the Sibirskaya site was halted in 2012. It was restarted by UglePromInvest in 2018.[9][10]

In 2.5 months since the start of operations, the mine produced 1 million tonnes of coal.[11]

The project has three stages, each with different production capacities. The first stage is to reach capacity of 3 million tonnes per year, the second will reach 5 tMpa and the third will reach 10 Mtpa, according to the 'Programme for Coal Industry Development up to 2035' published in June 2020.[12] However acording to the company's announcement about the launch of the mine operations from March 2022, the capacity of the mine is 6Mtpa.[11]

Within 3 years of construction, Shakhta Sibirskaya LLC built 53 main facilities and 31 auxiliary infrastructure facilities. A team of 1600 people has been formed. 26,000 meters of underground mine workings have been completed. A longwall 1106 was put into operation with a length of a working face of 400 m and reserves of more than 5 million tons of coal. Lava is equipped with high-performance modern equipment from leading world manufacturers: «Eickhoff Bergbautechnik», «EEP», «CORUM GROUP», «Becker Mining Systems RUS» LLC, «Kamat Gmbh & CO. KG». Modern diesel locomotives manufactured by «Scharf» and «Bizon» are used to transport workers underground.[13]

The production complex Shakhta Sibirskaya LLC involved the creation of a vertically integrated producing entity and logistic hub, which includes the mine, the enrichment factory, the coal loading railway station with a junction to the Russian Railways Meret/”Proyektnaya” railway station and a deep sea port in the Far East.[9]

In August 2022, the mine reported reduction of mining operations due to the difficulties of connecting to the Russian Railways system, it is therefore unable to transport produced coal by railway. The mine was working only in 1 shift and the workers of the two other shifts performing safety testing.[4]

Mining operations were suspended in August 2023 and then again in December 2023 due to industrial safety violations.[14] It was not clear how much the mine has been actually producing in 2022 and 2023.
