Background
In September 2008, the coal mining company Kuzbassrazrezugol (KRU), a subsidiary of UMMC, signed contracts with the provincial government of Kemerovo and Korean builders KEPCO and CoreCross to build a 500-MW coal-fired power plant near Slavino village in Kemerovo province. The plant would serve KRU's Yerunakovskaya coal mine, and would cost about $600 million.[1]
In 2011 UMMC reported that it cannot find partners to build the plant's infrastructure such as the railway line and the transmission line. UMMC planned to complete construction of the plant in 2012, but this was postponed due to economic crisis.[2]
Later in 2017, the project was mentioned in the Government decree 'General Scheme for Allocation of Power Assets', with a planned capacity of 660MW to be commissioned in 2031-2035.[3] Furthermore, the revisions to the Government decree from November 2021 confirmed the planned commissioning of a 660MW unit already in 2026-2030.[4] An updated Government decree from December 2022 stated the same.[5]
Therefore it appeared that this project was not cancelled, as previously assumed. Its status was revised to 'Announced' in November 2022.
As of April 2023 and April 2024, there was no other news on the proposed plant.
The draft updated 'General Scheme for Allocation of Power Assets until 2042' released in September 2024 did not list the Slavino power plant, but referred to a generic 1,000 MW coal-fired power plant in the Kemerovo region to be built by 2031.[6] It could be that this referred to the Slavino power plant. The final updated Scheme is to be released by the end of the 2024.
