Background
In March 2022, there were reports that the Ural pipe plant was expected to deliver the new turbine for Unit 2R in Q3 of 2022, and the new turbine for Unit 3R in Q2 of 2023, indicating that Unit 2R is likely moving toward the pre-construction phase.[20] According to the Ministry of Energy 2023-2028 energy plan, released in February 2023, Unit 2R will start operating in 2025 and Unit 3R in 2024.[6]
In July 2023, the steam turbine for Unit 2R was successfully tested at the Ural Pipe Plant. The unit is expected to be launched in December 2025.[21] In October 2023, a new transformer for Unit 3R was delivered to the power station. The launch if the unit is scheduled in December 2024.[22] The total cost of the project is above RUR 8 billion.
In February 2024, installation of Unit 3R began at the Smolensk CHP-2 power station. Completion of the installation works is planned for August 2024, after which preparations for commissioning the new turbine unit into industrial operation will begin.[23] In April 2024, it was reported that Unit 2R would be delivered to the power station in the fall of 2024, and at the beginning of 2025, after reconstruction of the foundation, the installation of the unit would commence.[24]
Ownership
In April 2023, Russian President Vladimir Putin signed a decree on the temporary management of assets of companies associated with foreign countries in the event of blocking of Russian assets in those countries. According to the decree, 83.73% of shares of PJSC Unipro, owned by German holding Uniper SE, have temporarily come under the management of Rosimushchestvo.[25]
