Southwestern Public Service Company
Southwestern Public Service Company (SPS) was incorporated in 1921 under the laws of New Mexico and is a wholly owned subsidiary of Xcel Energy, an operating utility engaged primarily in the generation, purchase, transmission, distribution, and sale of electricity in portions of Texas and New Mexico. SPS provides electric utility service to approximately 393,000 customers.[1]
The wholesale customers served by SPS comprised approximately 39 percent of its total sales in 2008. Approximately 77 percent of SPS retail electric operating revenues were derived from operations in Texas during 2008. Generally, SPS earnings range from approximately 5 percent to 10 percent of Xcel Energy’s consolidated net income. SPS had 432 electric utility transmission and distribution substations as of Dec. 31, 2008. [1]

Source of Coal
SPS purchases all of its coal requirements for its two coal facilities, Harrington and Tolk electric generating stations, from TUCO, Inc. (TUCO). TUCO arranges for the purchase, receiving, transporting, unloading, handling, crushing, weighing and delivery of coal to meet SPS’ requirements, with oversight from Xcel Energy. TUCO has coal agreements to supply 100 percent of SPS’ coal requirements in 2009, 85 percent of SPS’ coal requirements in 2010, and 40 percent of SPS’ coal requirements in 2011, which are sufficient quantities to meet the primary needs of the Harrington and Tolk stations.[1]
