Background
The plant appears in the 2018-2027 long-range plan (RUPTL) as a one-unit 300-MW IPP, or private, independent power project.[3] PT PLN Persero has stated that it would be a mine-mouth power plant.[4] In the 2019-2028 long-range plan it is changed to a 2 x 150 MW plant scheduled for 2023.[5] PLN has assigned responsibility for developing the plant to its subsidiary Pembangkitan Jawa Bali Investasi (PJBI).[6] A Power Purchase Agreement (PPA) for the plant was signed in May 2018.[6]
According to PJB's 2020 annual report, the ownership structure of PT Sumbagsel Energi Sakti Pewali, the sponsor of the power station, is: PT PJB Investasi, 10%; PT Adimas Puspita Serasi, 25%; PT D&C Engineering Company, 10%; and PT Sumberenergi Sakti Prima, 55%.[7]
In the RUPTL for 2021-2030, the proposal was listed as an IPP with an expected start date in 2024. The status was listed as "PPA".[8]
In October 2022, PT Total Bangun Persada was appointed as the developer of the project.[9]
In May 2023, the Institute for Essential Services Reform identified the project as a strong candidate for cancellation.[10]
A "construction inauguration event" was held for the project on May 18, 2023, and COD was still slated for the end of 2024.[11]
Planet imagery comparing May 2023 and October 2023 showed that some construction work was underway at the site.
As of October 2023, the power station was reportedly targeted for commercial operation in 2026.[12]
As of January 2024, construction progress was ongoing.[13]
Accidents and incidents
In November 2023, a 19-year-old worker was killed in an accident at the construction site.[14]
