Suqian power station (国能宿迁三期1XB50MW燃煤背压热电联产项目, 国电宿迁热电) is an operating power station of at least 1320-megawatts (MW) in Yangbei, Sucheng, Suqian, Jiangsu, China with multiple units, some of which are not currently operating. It is also known as Suqian Guodian power station (Phase I Unit 1 & 2), 国电宿迁第二热电公司 (Phase II Unit 3 & 4), 国电宿迁电厂一期 (Phase I Unit 1 & 2).

Background

Suqian power station is a 2 x 135 MW coal-fired power plant in Yangbei, Sucheng. It is owned by Guodian Suqian Thermal Power Co. of China's National Energy Investment Group. The units were commissioned in 2005. However, the units were never permitted for construction,[2][3] and were shut down in 2019.[4]

Phase II & III

In 2014, Guodian Suqian Thermal Power Co. proposed a phase II at the power plant of 2 x 660 MW.[5]

The units were permitted in October 2015.[6]

Planet satellite photos from July 2017 to April 2018 show significant construction progress.

Unit 3 was commissioned on December 31, 2018.[7]

Unit 4 was commissioned on June 4, 2019.[8]

Phase III is to build a 50 MW back-pressure cogen unit to supply heat to the Suqian region. The Environmental Impact Assessment report of the project was released for public review in mid-April 2023[9] and passed inspection on 24 May[10] by the Jiang Province Department of Ecology and Environment. Jiangsu Province Development and Reform Commission granted the project permission to build on 28 June 2023 (苏发改能源发〔2023〕698号).[11]

Ownership

On August 28, 2017, China's State-owned Assets Supervision and Administration Commission of the State Council (SASAC) announced that China Guodian Corporation and Shenhua Group will be jointly restructured. Shenhua Group will become China National Energy Investment Group and will absorb China Guodian Corporation. It will be the largest power company in the world by installed capacity, as well as the world's largest coal producer.[12][13] The merger was completed on November 28, 2017.[14]
