Background

In January 2021, the Shell Group revived plans to moor a leased FSRU in Tabangao Port.[5]

The project was initially proposed back in 2013, but by 2018 Shell had decided to invest in more oil and gas exploration instead of an LNG terminal.[5]

As of June 2022, it was reported that Shell was planning to invest PHP$3.5 billion (US$66 million) in the project, and that construction would begin in 2024.[2]

A December 2023 article from the Manila Standard said that the project was on track to be completed in 2025, per data from the Department of Energy.
