Background

JSC "Thermal Power Plants" hosted the ceremony of signing an agreement between JSC "Talimarjan TPP" and INTECSA Ingeniera Industrial S.A. and Mitsubishi Corporation for the construction of CC3 and CC4 units. This project will be implemented at the expense of concessional loans from the Asian Development Bank. Two combined-cycle plants with a total capacity of at least 900 MW will be built by 2025.[22]

In February 2023, Mitsubishi Power, a power solutions brand of Mitsubishi Heavy Industries, Ltd. (MHI), received an order for two M701F gas turbines, two steam turbines, and auxiliary equipment for the project. In addition to providing the gas turbines and steam turbines, Mitsubishi Power will also provide technical advisers to the site to support installation, commissioning and the commercial operation of the units.[23]

The construction commenced in July 2023 and is expected to be completed by the end of 2025. The total installed capacity of the new units will reach 1,065 MW. The cost of the project is estimated to be USD 771.5 million. The new power generation facilities are aimed to provide reliable power supply to consumers in the Samarkand and Bukhara regions, seven pumping stations on the Karshi Main Canal and many other settlements. Once operational, the plant will additionally produce 8.5 million MWh of electricity per year.[24]

In July 2024, the construction was still in progress. All rebar and concrete work related to the foundation of the combined-cycle turbines had been completed. In addition to Intecsa Ingeniera Industrial S.A. andMitsubishi Corporation, construction specialists from Turkish Çalik Enerji have been engaged in the project.[25] The new units are expected to be commissioned in Q4 2025. The cost of the project has reached USD 945 million.[26]

Ownership

In September 2022, the Uzbek authorities signed an agreement with United Arab Emirates' Mubadala Investment Company and Abu Dhabi National Energy Company (TAQA) to set up a joint venture that will operate the Talimarjan power station. The volume of foreign investment will be about USD 1 billion, 700 million of which will be the repayment of loans that Talimarjan Thermal Power Plant JSC had attracted earlier.[27][28] The binding agreements will see Mubadala and TAQA each acquire a 40% stake in two gas-fired power plants and the assumption of associated operations and maintenance activities. Thermal Power Plants JSC will retain the remaining 20% stake in each plant.[29]
