Background
Construction of the plant was included into the "2035 Electric Power Industry Development Plan" released by the Ministry of Energy of Kazakhstan in February 2024. The project will be implemented through auction bidding.[3] In July 2024, the new plant was mentioned in the "National Infrastructure Plan of the Republic of Kazakhstan until 2029". According to the document, the implementation will take place in 2025-2028. The cost of the project is estimated at KZT 135 billion.[4] In December 2024, the project was included into the "National Project "Modernization of the Energy and Utilities Sector", released by the Government of Kazakhstan, as two separate combined-cycle units units (150 MW and 50 MW) - both with the commissioning date in 2028.[5]
As of April 2025, there have not been any further updates about the project.
