Tengizchevroil Future Growth Project power station (Проект будущего расширения - Проект управления устьевым давлением (ПБР-ПУУД) "Тенгизшевройл") is a power station under construction in Tengiz, Mangistau, Kazakhstan. It is also known as Future Growth Project – Wellhead Pressure Management Project (FGP – WPMP), Third Generation expansion.

Project-level captive use details


Background

This captive power station is a part of the Tengizchevroil's Future Growth Project which includes increasing oil production and refining through construction of the "3rd generation plant" (ЗТП (завод третьего поколения)) and the "3rd generation raw gas injection plant" (ЗСГТП (закачка сырого газа третьего поколения)).[17] The new units will be located at both of these new plants.[17] Construction of the new units was ongoing in July 2020; by this time, all of the turbine units were pre-assembled in Aktau[18] and delivered to the construction site.[19] The station is expected to be commissioned by 2023.[20]

In April 2021, the company confirmed that construction work at the site was still ongoing.[20] In February 2022, the company announced that 89% of the entire Future Growth Project or FGP (which includes the power station units) has been completed. Increased volumes of oil were already being extracted but it is unclear at this time which of the new power units have been commissioned.[21] In January 2023, Chevron reported that a sour gas injection facility was in the early commissioning stage and within a few days the fuel gas system was scheduled to be tied into the first gas turbine generator[22].

In March 2023, it was reported that the expansion project was set to start its operation as the construction phase had already been completed[23]. The company will put into operation the remaining facilities over the period of 2023-2024. In April 2023, Tengizchevroil also reported that the project was almost complete[24]. According to the 2022 Annual Report issued by KazMunayGas in April 2023, major construction work should be completed in 2023, and the commissioning of the project is scheduled to begin in December 2023.[25]

In October 2023, the launch of the project was postponed by six months. According to the Ministry of Energy Kazakhstan, the delay was necessary "to ensure the safety and environmental friendliness of the project".[26]

In March 2024, the project was reported to be at the final stage of implementation as the main construction works had been completed in 2023. The launch of WPMP facilities was postponed to the second quarter of 2024 (from December 2023), and FGP facilities — to the second quarter of 2025 (from June 2024).[27][28] The cost of the project has also increased from initial $45.2 billion to $46.7 billion.[28]

In April 2024, Tengizchevroil LLP commenced operations at its Wellhead Pressure Management Project (WPMP) at the Tengiz oil field in Kazakhstan. The WPMP is designed to maintain the existing processing plants’ full capacity (approx. 28 million tonnes per annum), by lowering the flowing pressure at the wellheads and then boosting the pressure to the existing plants. The final phase of the expansion project, FGP, is on track to conclude in the first half of 2025.[29]
