Background
Commissioned in May 2011[11] and owned by the national electrical agency ICE (Instituto Costarricense de Electricidad), the Garabito power station is Costa Rica's largest fossil-fueled power plant.[12][13] The plant's 11 MAN 18V48/60 engines are capable of supplying up to 200 MW of backup electricity to Costa Rica's grid during dry periods when the country's extensive network of hydroelectric dams is unable to generate sufficient power.[14]
In October 2023, responding to drought conditions caused by El Niño, the Costa Rican government solicited bids from private companies to increase emergency backup generation capacity at the Garabito plant by 36.5 MW. The government awarded a contract to Soenergy International Inc, requiring installation of the new internal combustion motors within three months, but as of mid-March 2024, the additional capacity had not yet begun operating.[15] As of May 2024, the Costa Rican government was seeking to hold the company liable for breach of contract, even as Soenergy asserted that the plant was operating "24 hours a day."[16]
