Background
In 2022 Albania’s power utility KESH leased a mobile oil-fired thermal power plant with an installed capacity of 110 MW from US-Italian consortium Excelerate Energy-Renco. The company intended to secure an additional supply of electricity with prices lower than the one paid for import.[9] In July 2023, it was reported that two power-generating ships "Tiger 1" and "Tiger 3" anchored on the shores of Vlora in September of 2022, still had not been put into operation by KESH. The testing of the plants was supposed to be completed in May 2023, but was delayed once again. Additionally, they were still not connected to the electricity transmission network. However, despite having generators turned off for 9 months, the Albanian authorities still pay Exelerate-Renco $68 million for rent and operation, even if they do not turn them on for a single day.[10]
As of November 2024, the two floating thermal power plants in Vlora "Tiger 1" and "Tiger 3" have been floating in the bay of Vlora without producing energy.[11][12]
