Background
Electricity for the Tjiwi Kimia Paper Mill is supplied by captive coal-fired generators, which were constructed in multiple stages. Units 1 and 2, each with capacity of 35 MW, were completed in 1992 and 1993, respectively. Unit 3, with capacity of 70 MW, was completed in 1996.[1][2] These three units supplied most of the electricity required by the paper mill, but PT Tjiwi Kimia retained a purchase agreement with PLN, the Indonesian state-owned electricity provider.[2] In 2015, the company completed construction of Unit 4, with capacity of 90 MW, at a cost of approximately $110 million USD.[3][4]
