Background

All three units of the Tomari nuclear power plant suspended operation as part of the nationwide response to the 2011 Fukushima nuclear disaster. The Nuclear & Industrial Safety Agency (NISA) finished reviewing a stage 1 assessment of Units 1 and 2 by September 2012, before regulatory authority changed to the the Nuclear Regulation Authority (NRA). Hokkaido submitted an application to restart in July 2013, and as of April 2024, that application is still under review. In 2014, Hokkaido completed construction of a seawall at the site of the plant.
