Tomskaya GRES-2 power station (Тoмская ГРЭС-2) is an operating power station of at least 220-megawatts (MW) in Tomsk, Russia with multiple units, some of which are not currently operating. It is also known as Tomsk-2.

Background

The 288MW Tomskaya GRES-2 power station is owned by Tomskaya Generation, a subsidiary of Inter RAO. Until 2015 the power station was part of TGC-11.[8]

The power station has 5 turbine units.[9][10] It covers 96% of the heating needs in the city of Tomsk, in addition to selling electricity.[11][12] Unit 5 with 43MW was retired in December 2022.[9] Unit 6 remains in operation with 25 MW of capacity.

Conversion to Mostly Gas

In the end of 1980s, gas became available at the plant and 3 boilers (presumably, out of 10) were converted to use exclusively gas.[8] As per media interviews with the General Director of Tomsk Generation in 2021, the plant has now increased its gas usage with gas contributing 70% to the plant's fuel balance and coal 30%.[13][14] However, the System Operator's website still stated that coal is the main fuel at the plant.[15]

As of 2021, the company planned modernization of its boilers by 2027 which would allow to reduce emissions related to coal-fired generation by 20%.[13] In September 2022, the repair of the gas distribution point at GRES-2 was completed so the station was ready to receive (more) gas.[16]

Tomsk Generation JSC reported that as of 9m 2024, the fuel balance of the company was almost 80% gas and 20% coal, up from 78% and 22% coal in the same period in 2023.[17][18] The company also operates a smaller gas-fired 140MW Tomsk CHP-3 power station and a gas-fired 15MW Tomsk CHP-1. Assuming similar load factors across the three plants, it can be estimated that Tomsk GRES-2's share of gas in the total fuel balance is about 50% and therefore its respective individual fuel balance can be estimated at about 70% gas and 30% coal. This is similar to the indication of the fuel balance by the company in 2021.[14][13]

Several media sources also referred to the plant's conversion to gas in the past.[19][20][21] As of December 2024, it was assumed that the plant transitioned to using mostly gas in 2020, although it could be earlier.
