Background
Guam has no natural gas reserves and does not produce or use natural gas. The Guam Power Authority plans to have a new 198-MW power plant in service that is capable of burning either imported ultra-low sulfur diesel fuel or liquefied natural gas (LNG) that is regasifed to generate electricity. The new plant will enable the utility to comply with U.S. federal environmental requirements to release fewer greenhouse emissions while using either fuel.[11]
In March 2024, the Guam Power Authority proposed paying an additional USD 5 million to the contractor for the Ukudu power plant to expedite the completion of the new plant. According to the schedule, the contractor, Guam Ukudu Power, was expected to have the plant operational by January 2026 at the earliest. However, the increased payment will accelerate the completion date to September 2025. The original completion date was set for the end of 2024, but the project was delayed due to damage caused by Typhoon Mawar.[12] The same month, the Guam's Consolidated Commission on Utilities approved the deal.[13]
