Background

Ultramar is a multifunctional transhipment terminal in the northern part of the port of Ust-Luga in the Leningrad Region, specializing in mineral fertilizers, ore and metallurgical products, coal, and other bulk and general cargo.

According to the company's website (accessed in November 2024), the capacity of the terminal is 37Mtpa. A media source dated June 2024 stated that the capacity is 20 Mtpa while other sources inferred that the turnover in 2024 is expected to reach 30-35 million tonnes. The terminal is undergoing signficant expansion. As of June 2024, there were plans to expand seaport's boundaries to accommodate additional facilities, including a terminal for handling fertilizers.

In 2022, the terminal handled 13.5 million tonnes of cargo, 88% higher compared with 2021. In 2023, the terminal handled 16 million tonnes of cargo, 50% of which was coal. In the first half of 2024, the terminal already handled about 7 million tonnes of coal.
