Background
Ulyanovskcement Cement Plant has been mothballed since 2018 and is now in the process of restarting its operations. Cemros expressed its plan to restart operations at the mothballed Ulyanovskcement plant in 2023.[1][2][3] The plant restarted its one 0.5 mtpa cement production line out of total four in April 2024 and plans to produce 0.4 mtpa of cement.[4] There are plans to restart the second production line in the future.[5]
