Background

September 2024 reports indicated that the Russian government is considering building a 400MW coal-fired power plant in Primorsky Krai, using coal from Novoshakhtinskoye Coal Mine. Deliveries of coal from nearby deposits will relieve the burden on the railway infrastructure and will have a positive economic effect due to the shorter logistics route.[3][4][2]

The draft of the updated 'General Scheme on Power Assets till 2042' Allocation released in September 2024 also listed a new coal-fired power plant in Primorsky Krai with 681 MW of capacity, to be built by 2030.[2] However, the final Scheme published later in Q4 2024 did not list a new coal plant in Primorsky Krai anymore.[5]
