Background

Wintershall Dea expressed its intention to exit this project in January 2023, after the introduction of new government regulations. The regulations set maximum rates for goods and services of Gazprom's joint ventures with Wintershall Dea and OMV, a decree which Wintershall called "economic expropriation".

In July 2023, while still intending to exit the project, Wintershall cited difficulties with selling its shares that were delaying the process.

In December 2023, Russian President Vladimir Putin has signed a decree under which the government took possession of Wintershall Dea's shares in a number of joint ventures with Gazprom, including the Urengoyskoye (Achimov) Section 4A Oil and Gas Asset. A new Russian company, Achim Development LLC, was created by the decree, and the shares belonging to Wintershall Dea – amounting to a 25% stake in the project – were transferred to the newly created company.
