Background
Brazil's environmental authority IBAMA issued a construction license to the Norte Fluminense 2 power station in January 2021.[12] Construction was estimated to take four years and produce approximately 1,100 jobs.[13] Gas for the project would be supplied by the nearby Route 2 gas pipeline and/or the proposed Tepor Macaé FSRU.[14] As of September 2021, EDF was maintaining a website addressing common questions and concerns regarding the power station.[13]
The project was listed as a participant in Brazil's A-5 national energy auction in September 2021[15], but did not emerge victorious.[16] The project still appeared to be in the pre-construction phase as of November 2022.[13][17][18]
Opposition
In November 2022, the Brazilian environmental group Arayara filed a public civil action against Brazil's national environmental authority IBAMA, Rio de Janeiro state environmental authority INEA and four private companies. The filing alleged that the Norte Fluminense 2 power station, along with several other proposed power plants, would have a detrimental impact on water supply and air quality in the region, and requested that additional environmental studies be undertaken prior to further development of the power plants.[18]
