Background
On August 15, 2014, MoENR entered into an agreement with Anaklia Industrial Eco Park & Port Ltd (AIEPPL), an affiliate of Anaklia IEP Holdings, to build and operate the project. The company is offshore, and the CEO has a criminal history for using forged documents. As of 2017, the contract has not been annulled, yet a new contract with another offshore company was signed in 2016. There has been no update on construction of the plant.[10] The plant was planned to be built on the location of a retired namesake plant.[10]
