Project-level coal details

Background

The Vellaturu power station originally received Environmental Clearance (EC) for two 150 MW units in June 2012.[4] In December 2019, Mecwel Power submitted an application for the extension of the project's EC.[5] According to the January 2020 meeting minutes of the State level Environmental Impact Assessment Authority of Telangana, the proposal for EC extension had been transferred to the central government's Ministry of Environment, Forest, and Climate Change.[6]

In February 2021, the project was granted EC extension by the central Ministry of Environment, Forest, and Climate Change (MoEFCC).[7] With no news of construction or other progress since the EC extension was granted, the project was presumed shelved by mid-2023.

In December 2023, Mecwel Power applied for another EC extension until June 2024. The company cited delays in project progress including “disinterest in the domestic banks to lend to/invest in the Indian thermal power sector,” and stated that they approached “certain foreign fund houses” for financing through equity and debt. Mecwel Power expected financial closure for the project in January 2024.[8] The MoEFCC subsequently sought additional details on the proposed extension, and Mecwel Power replied in a January 2024 letter that “[w]ork for the compound wall, roads, drains and leveling of land is already completed. Construction of major plant facilities has not been carried out. However, it has been ensured by the Bankers that Foreign Funding will be released soon for construction of the main project.”[9] In February 2024, the MoEFCC again requested additional details on the proposal.

As of September 2024, the project had not yet been granted another EC extension.
