Background

According to a 2024 document published by Ecuadorian CENACE, the Victoria II power station has not registered any generation for several years, but there aren't any existing documents to eliminate it from the organization's records.[14] The Victoria II barges were seized by the Ecuadorian State in 2016 because, allegedly, they "were being used improperly and without complying with customs formalities."[15] From 2017 to 2024 there have been no records of the plant generating any electricity in CENACE's annual energy generation reports.[16] Thus, as of March 2024, the power plant is considered to be mothballed.
