RINL Vizag Steel plant, also known as Rashtriya Ispat Nigam Limited, RINL, Visakhapatnam Steel Plant, is a steel plant in Visakhapatnam, Andhra Pradesh, India that operates blast furnace (BF) and basic oxygen furnace (BOF) technology.

Background

Rashtriya Ispat Nigam Limited has Navratna PSE (Private Sector Enterprise) status by the Government of India under the Ministry of Steel.[1] Vizag steel was inaugurated on 17 April, 1970. The plant was constructed in collaboration with the then USSR and Germany.[2] The construction of the first blast furnace was started in 1982.[3]

In 2012, 19 people died in an explosion soon after commissioning of an oxygen plant in steel melt shop III. Trade union officials alleged that routine maintenance work at the plant had been neglected for over 12 months.[4]

In 2021, the central government announced its plan for 100% divestment in RINL, which triggered massive regional protests in Andhra Pradesh.[5][6] Following which the government decided to stop the plan to privatise the plant.[7]

Since February 2022, the company was operating with BF #1 and BF #2 due to coking coal shortages.[8] The company restarted the third blast furnace from 30 December 2023.[9][10] BF #1 and BF #3 were closed from March and September 2024 due to lack of funds and raw materials, primarily coking coal.[11] BF #1 was restarted on 28 October 2024.[12]

In January 2025, a proposal to revive the plant was announced that the government is likely to announce a financial package of approximately INR 10,000 crores to address the liabilities of the ailing steel plant.[13]
