Background
The power plant is owned by Centrenergo, which in turn is controlled by the State Property Fund of Ukraine.[11] There were plans to privatize the company but as of the end of 2022, this has not happened.[12][13]
Vuglegirska power station was completed between 1972 and 1973. It has four coal-fired units with a total capacity of 1,200 MW. The power station also has three 800 MW gas-fired power units, intended for electricity and heating supply.
On 29 March 2013, four power units of the station were destroyed as a result of a major fire in which one employee was killed and eight injured workers were hospitalized. Energy and Coal Industry Minister of Ukraine Eduard Stavytsky said the units would be restored.[14][15] By October 2013, Unit 1 had been fully repaired, and repairs on Unit 4 were expected to be completed in November 2013.[16]
During the 2015 conflict with Russia, the power station was forced to suspend operations due to shelling.[17][18] The station was also forced to run on reduced capacity with one unit in 2015 due to unavailability of coal.[19]
As of January 2022, the Centrenergo website listed the power station's capacity as 3,600 MW, suggesting that all of the units had been fully repaired.[20] News articles from late 2021 also stated that the power station had 3,600 MW of capacity.[21]
Gas-fired units
A source from early 2022 inferred that the gas-fired units usually do not operate but are regularly maintained and function as a backup.[22]
War in Ukraine
In March 2022, the gas pipeline supplying gas to the station was damaged during military hostilities, but was repaired and the gas supply was restored.[22][23] In June 2022, the city of Svitlodarsk was under control of the Russian troops but the power station remained under control of the Ukrainian troops. In June, Russian shelling of the power station has caused a fire, reportedly destroying an administrative building. Heavy battles have been going on for it for several weeks.[24] The plant eventually was occupied by Russian forces in July 2022.[25]
In August 2022, the minister of coal and energy of Donetsk National Republic claimed the power station will be restored and operating in a year.[26] However as of November 9, 2022, the station was not yet repaired.[25] The battles in the vicinity of the power station continued. There were plans to restore one or two units in 2023.[25]
The website of the newly created operator Energy of Donbass listed Vuglegirska power station as one of their assets with 3600 MW of installed capacity and 560MW of available capacity.[27]
As of May 1, 2023, the power station was allegedly preparing to start operations.[28] In July 2023, the plant was still not in operation.[29]
In November 2023, it was reported that the Russian Ministry of Energy was developing a strategy for modernization of the power station. The ministry highlighted that, given the Donetsk People's Republic's self-sufficiency in power from Zuevskaya and Starobesheve power station, the primary focus will be on upgrading those facilities. Plans were underway for a comprehensive inspection of the Vuglegirska power station. Subsequently, a detailed action plan will be developed, along with a calculation of funding requirements. The decision regarding the necessity of restoring the station would be made based on the findings of this initiative.[30]
In April 2024, it was reported that damaged power lines from the Vuglegirska power station were hindering resumption of the plant's operations. According the government of DPR, the power station will be needed to supply electricity to the region, and negotiations were in progress with the Russian Ministry of Energy on restoration and launch of the plant.[31]
In November 2024, the Russian deputy energy minister visited the Vuglegirska power station. Based on the inspection of the plant, the issue of its restoration will be considered.[32]
