Background

In late June 2021, Ha Tinh People’s Committee submitted a proposal to the Ministry of Industry and Trade to switch the planning of Vung Ang III Power Centre from coal-fielded power to LNG, and to increase the capacity of the centre from 2.4GW to 4.8GW.[2] This requires a LNG import facility, and the construction of the project is expected to be complete by 2026–2027.[2]

The LNG power station associated with the LNG terminal is listed among projects that are "behind schedule or cannot be implemented" in the Power Development Plan 8.[3] Vung Ang III project is mentioned as part of a coal-fired power capacity by 2030.[3] The project is presumed to be cancelled.

As of March 2024, Vietnam’s Vingroup, T&T Group and Hoanh Son Group, and South Korea’s Samsung Electronics were considering investing in the project, which had previously been given in-principle approval by the The Standing Board of the provincial Party Committee. Several of these companies had previously put forth their own proposals, and they are not assumed to be joint investors.[4]
