Background
The Vysotsk Port coal terminal has been operated by Port Vysotsky LLC since 2003. The port specializes in bulk cargo, mainly Russian thermal coal from the Kuzbass region, exported to the countries of Northern and Western Europe.[1] Port Vysotsky LLC is controlled by the Cypriot company Sibenko Holding.[2] However according to companies' database, from 2022 Port Vysotsky LLC is owned by several private individuals.[3]
In 2018, the coal terminal handled nearly 8 million tonnes of coal. In 2020, coal volume fell to 6.8 million tonnes.[4]
In 2019, LUKoil, which operates a liquid bulk terminal at the Port of Vysotsk, announced its intention to add bulk cargo berths to its facilities, which would allow the company to transport coke, coal and pellets. The company planned to add 7 million tonnes of annual capacity by 2021, with the potential to eventually increase capacity to 15 million tonnes. The expected investment was about 17 billion rubles (approximately US$250 million).[5][6] However, this project was suspended indefinitely in August 2020.[7]
In 2021, Port Vysotsky announced that it would add two grain-handling berths to its facility, with total annual capacity of 4 million tonnes. The terminal was planned for operation in 2022.[8][1]
In September 2023 it was announced that the terminal has been reconfigured to tranship only grain, it will no-longer handle coal.[9] However industry reports from early 2024 stated that the port was still handling coal in early 2024.[10] During 9 months of 2024, the port handled 0.5 million tonnes of coal.[11] The port's status is therefore revised to Operating as it continues shipping coal.
