Background
The Weifang Binheng cogen power station was approved in 2018 by the relevant environmental department following an environmental impact report.[1] Construction began on March 12, 2019.[2] The power station was expected to be constructed in two phases, covering an area of 113,000 square meters. The first phase would consist of two 30 MW units, while the second (construction dates yet to be confirmed) would consist of another 30 MW units.[3] The initial investment for the plant was around 600 million RMB.[3] When finished, the plant was expected to provide heating and electricity to the Yantai area.
In 2019, Shandong province announced that all thermal coal units below 300 MW would be phased out for retirement within the next three years; however, the Weifang Binheng cogen power station was on the list of units excluded from this plan.[4]
Part of the construction was completed in 2019,[5] and the plant appeared to begin operations in early 2021 based on satelite imagery.
