Background
LNG 21, through its subsidiary, West Delta LNG, LLC, is developing the West Delta LNG Export Deepwater Port in federal waters offshore Plaquemines Parish, Louisiana. The project is based upon a new concept design, with a fixed-platform LNG production facility in uncongested open-waters with easy access for LNG carriers, free of the coastal footprint and inherent complications of shore-based facilities. The project will be stationed in the center of one of the US's top natural gas production basins, providing easy access to gas supplies.[1]
The project is designed to include six modular natural gas liquefaction trains, each with a nameplate capacity of 0.833 MTPA (million metric tonnes per annum) with the potential of up to 1.02 MTPA each, providing total optimal capacity of 6.1 MTPA of LNG.
In May of 2022, LNG 21 informed regulators that it was planning to shift the port's supply pipeline routes to another major pipeline, and the company was considering shifting its focus from Asian to European buyers.[5]
In February 2023, The Advocate reported that nearly two dozen environmental and grassroots organizations sent a letter to the U.S. Department of Transportation and its Maritime Administration (MARAD) requesting that the project's deepwater license be denied, with the developers having failed to meet several permitting deadlines.[5]
