Western Crude Oil Parallel Pipeline is a set of proposed oil pipeline segments in China that are considered cancelled as of 2021.

Location

Both segments below were proposed to run from the Kazakhstan–China border to Xigu, Lanzhou, Gansu, China. They were expected to run approximately parallel to the Western Crude Oil Pipeline.

Project details

Alashankou–Lanzhou Pipeline 西部输油管道复线 (阿拉山口-兰州)

The segment is proposed to source oil from Kazakhstan and run from Alashankou, Xinjiang Province to Xigu, Lanzhou, Gansu, China.

This project was mentioned in the 13th Five-Year Plan for the oil sector in 2017, but further news is not available, and it is considered cancelled as of 2021.[1] The current Kazakhstan-China Pipeline has experienced declining oil transportation volumes in recent years due to (1) the overall crude oil production decline, (2) the domestic refinery capacity increase in Kazakhstan, and (3) the fact that exports to the West are more straightforward because they travel a shorter distance than exports to China.[2] As a result, one could argue the parallel oil pipeline doesn't need to be built.

Golmud Branch 西部输油管道复线格尔木分支 (独山子-格尔木)

The segment is proposed to source oil from Kazakhstan and run from from Dushanzi, Xinjiang Province to Xigu, Lanzhou, Gansu, China.

This branch was mentioned in the 2017 Five-Year Plan.[3]

In 2017, the National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) of China proposed the Medium and Long-term Oil and Gas Pipeline Network Plan, covering the period from 2016 to 2025, with a long-term outlook extending to 2030. This pipeline is listed as one of the crude oil pipelines in the Northwest Ring Plan. It is therefore still considered proposed.
