Background
China Huadian proposed a power station of two units of 350 MW each. The environmental impact assessment was approved in 2014.[1][2]
The power station was reportedly under construction since at least 2015.[3] Although significant work was underway at the site, it did not appear that foundational or concrete pouring work had begun on the units.
Nationwide Restrictions Imposed on Development of Coal-Fired Power Capacity
In January 2017 China's National Energy Administration suspended over 100 planned and under-construction coal power projects with a total capacity of over 100GW in 13 provinces, including Xing County power station. 2017: Plant halted by government
In July 2017, China's NEA released the "Guideline of Supply-Side Reform of the Coal Power Bubble". The Guideline included a draft list which slowed down or halted 185 coal-burning units across 21 provinces, totaling 107 GW. 114 coal units (65 GW) were ordered to slow down the construction progress during 2017 to 2020, and were not allowed to connect to the grid in 2017. In addition, 71 coal units (42 GW) were halted indefinitely for regulation violations. The list partly overlapped with the projects listed in the January NEA letter to 13 provinces.[5]
Xing County power station Units 1-2 were among the halted coal-burning units,[5] and also appeared on an updated list of halted projects released in September 2017.[6]

2022-23: Plans revived
As of August 2023, the project appeared revived. Documents noted that in 2022 and 2023, the Shanxi Provincial Development and Reform Commission reportedly issued notices requiring the Jinxing Power Plant project to resume work "as soon as possible." The "construction content" and land boundaries of the Jinxing Power Plant project had not changed, and there were discussions underway about whether or not the power station required new pre-examinations and approvals.[7][8][9] Energy China Shanxi Electric Power Construction, Beijing Boqi Electric Power Technology Co., Ltd., and others won various bids related to the project in 2023.[10][11]
