Background

BP Plc withdrew from the project in 2023 "due to disagreements with the Senegalese government regarding the gas's intended use." The oil and gas major aimed to export gas from the project, while the the Senegalese government "insisted on utilizing it domestically to fuel power plants."[9] The Institute for Energy Economics and Financial Analysis cited Yakaar-Teranga as an example which "highlights a further risk for Africa nations hosting such projects. International oil companies target extraction and export, not the provision of gas to local populations."[10]
