Background
The preparatory survey on Yashma Gas Combined Cycle Power Plant Project was carried out by Japan International Cooperation Agency (JICA) to determine if the project is viable as an ODA yen loan project in 2014.[6] Fichtner Group produced a report on an update of the Power Sector Master Plan for Azerbaijan in 2013.[7] Both documents and the news from 2014 mention two combined cycle units with a capacity of 460 MW each.[8]
In 2020 Ansaldo Energia announced an agreement with Azerbaijan to facilitate a close collaboration framework with the goal of an agreement for the construction of the new Yashma plant, a 1000 MW combined cycle power plant, with Ansaldo Energia as EPC (Engineering, Procurement and Construction).[9][10] As of November 2022, there are no updates on the potential contract. The press release mentioned only the capacity and technology: a 1000 MW combined cycle power plant, which differs from the total capacity of 920 MW from earlier sources.
In September 2021, the Ministry of Energy of Azerbaijan decided not to proceed with the selection of a consultant for legal, technical, and financial matters regarding the construction project of the power plant in the village of Yashma (Khizyinsky district) due to an insufficient number of applicants participating in the selection process.[5] As of March 2024, there have not been any updates about the construction of the combined plant, and the project is considered to be shelved.
On November 2, 2022, Azerbaijani Deputy Energy Minister Elnur Soltanov mentioned at a conference that there were plans to build a 500 MW power station utilizing the latest technologies in Yashma using private investments.[11][12] In February 2024, the Azerbaijani government invited private investors to submit proposals for the construction of the new gas turbine power plant. Four companies have shown interest in the project: Nobel Energy Group (part of the NEQSOL Holding), Cengiz Enerji, one of the largest industrial conglomerates in Turkey, Turkish CCN Holding and SC Consortium. Their proposals are currently being analyzed by consulting company KPMG. According to the ministry, taking into account the expansion of the generating capacity of the Azerbaijan Thermal Power Plant to 1280 MW and the implementation of renewable energy source projects in the country, it was considered advisable to begin construction of the station on the Yashma site after 2025.[13]
As of November 2024, there have not been any updates about the project.
