Background

In February 2023, it was announced that plans for a 2 X 660 MW coal-fired power plant in Qingshui Industrial Park, Yushen Industrial Zone were being developed by Shaanxi Yushen Energy Thermal Power Company, with construction expected to begin in June 2023. An employee recruitment announcement for construction of the project stated that the first unit was expected to be commissioned in September 2025, and the second unit in December 2025.

In March 2023, the company announced the Environmental Impact Assessment information for the proposed power plant and stated that the assessment was being conducted by Zhongsheng Environmental Technology Development Co.

In June 2023, the 2 x 660 MW power station was permitted by the Shaanxi Provincial Development and Reform Commission.
