Background
Wintershall Dea expressed its intention to exit this project in January 2023, after the introduction of new government regulations. The regulations set maximum rates for goods and services of Gazprom's joint ventures with Wintershall Dea and OMV, a decree which Wintershall called "economic expropriation".[12]
In July 2023, while still intending to exit the project, Wintershall cited difficulties with selling its shares that were delaying the process.[13] OMV was also intending to leave the project and was unable to receive dividends after April 2022.[14]
In December 2023, Russian President Vladimir Putin has signed a decree under which the government took possession of Wintershall Dea and OMV's shares in a number of joint ventures with Gazprom, including the Yuzhno-Russkoye Oil and Gas Field. A new Russian company, Severneftegazprom LLC, was created by decree and the shares belonging to Wintershall Dea and OMV – amounting to a combined 60% stake in the project – were transferred to the newly created company.[15]
