Background

The facility is located at the Imperial Mills industrial park (a former wallpaper manufacturing site) on the Saranac River. It was the location of Zafra's first mining operation. Zafra is a Plattsburgh-based business that has expanded operations into Illinois. Zafra has stated its intentions to build three additional facilities in Plattsburgh, although details of these sites -- as well as their operational status -- are unclear.
