Background

In May 2019 an agreement to build the terminal was signed by Zhoushan New District Liuheng Management Committee, Zhejiang Energy Group and Shenzhen Energy Gas Investment Holding Co., Ltd.

The first phase will have the receiving capacity of 5 mtpa, with three storage tanks of 200,000 cubic meters each. The investment of the first phase is estimated at 7.5 billion yuan ($11.51 billion). The second phase plans to add another 5 mtpa of receiving capacity to the LNG terminal.

The land use of the LNG terminal was secured in Oct 2020. The purchase price was 398 million yuan ($61 million)

In December 2022, Zhejiang Energy Liuheng LNG terminal received permit for construction from National Development and Reform Commission (NDRC). The permitted capacity is 6.35 million tonnes per year, with four storage tanks of 220,000 cubic meters each. The total investment is about 9.46 billion yuan ($1.4 billion).The location is next to Sinopec Liuheng LNG Terminal.

The construction of the first phase began in November 2023. The total investment in the first phase is about 9.45 billion. It includes a jetty for 150,000-ton LNG ships, four 220,000-cubic-meter storage tanks and corresponding process facilities.

一期总投资约94.5亿，规划建设一座15万吨级LNG船舶专用码头，4座22万方储罐及相应工艺设施。
