Background
The Zhengzhou Taixiang power plant was commissioned in 2009 by Zhengzhou Taxiang Cogen Power. In 2019, the the Zhengzhou Municipal Bureau of Ecology and Environment issued the "Zhengzhou City Air Pollution Comprehensive Control Action Plan for the Autumn and Winter of 2019~2020" to fight urban pollution. Compared with the previous plan, 2019's action plan was more stringent, and included the suspension of several factories and increased restrictions on motor vehicles to strengthen pollution control measures.[1] One of the action items of this plan was closing the Zhengzhou Taixiang Plant, which was shut down after March 15, 2020, when the winter heating season ended. In 2020, at least one of the units was demolished.[2]
To make up for the new decrease in electricity supply, the company decided to construct a gas-fired heating plant on the site, consisting of 5 units of 58-MW. It is unclear if this new gas-fired plant will replace the Taixiang plant indefinitely.[3]
Zhengzhou Taixiang Cogen Power is also planning their second phase of a 2×600MW coal-fired heating unit, which has been included in Zhengzhou city’s central heating plan.[4]
