Background

Nigeria's crude oil production was 2.1 million bpd at the beginning of 2016. However, production fell by half due to attacks on infrastructure by rebels in the Niger Delta, reflecting the Nigerian economy's vulnerability in its reliance on crude oil from the region. Nigeria and Nigerian National Petroleum Corporation (NNPC) have sought alternative sources of petroleum for its Kaduna refinery, such as the Republic of Niger. The proposed pipeline would link oil from Niger to the refinery at Kaduna in Nigeria, bypassing its issues in the Niger Delta.[2]

As of August 2017, the chances of the pipeline project being realized have diminished. Potential investors such as the Chinese firm CNPC and others have dismissed the pipeline project's commercial viability, as the reserves in Niger are too small to warrant the construction of a massive pipeline project from Niger's Agadem oil field to the Kaduna refinery in Nigeria. Issues of viability are only magnified by the low price of oil and high cost of maintenance for the pipeline, effectively shelving the project unless future conditions dramatically change.[3]
