Background
Azulão I is a 360 MW gas-fired simple cycle unit that was originally contracted to generate 295 MW in Brazil's December 2021 national energy auction.[15] The Amazonas state government issued a preliminary environmental license for this 295 MW unit (under the name Azulão V) in July 2022.[16] In an October 2022 company report, project owner Eneva SA announced that it would increase the capacity of the gas-fired Azulão I unit from 295 MW to 360 MW, while keeping open the possibility of eventually converting Azulão I to a combined cycle plant through the addition of a 230 MW steam turbine.[7] However, subsequent company communications have clearly described Azulão I as a 360 MW project[17], implying that the 230 MW steam turbine unit has been shelved.
Azulão II is a 590 MW combined cycle unit comprising a 360 MW gas turbine and a 230 MW steam turbine.[7] The two component turbines — listed in some official reports as Azulão II and Azulão IV[18][19] — were among the three thermal generating units that emerged victorious in Brazil's national energy auction on September 30, 2022, out of 33 total units that participated in the auction.[19][20] The auction was held in response to Brazil's law 14.182/2021, passed in 2021, which mandated the construction of 8 GW of new gas-fired power plants in Brazil between 2026 and 2030[19]; the Azulão power station was to be part of the 1 GW allotment mandated by the law for Brazil's North region.[19] Eneva has alternately described Azulão II as a single 590 MW unit[17], or as a component of the Azulão 950 project, which treats Azulão as a single 950 MW plant combining the 360 MW Azulão I unit with the 590 MW Azulão II unit.[4]
In March 2024, Eneva announced that construction of both units was underway[2], and Eneva's quarterly report released in mid-May 2024 showed that the project was already at least 22% complete.[4] In July 2024, upon the arrival of the first GE turbine and boiler at the construction site, Eneva announced that the 360 MW Azulão I would begin operating early in the the first half of 2026, while the 590 MW Azulão II would start up near the end of 2026.[17]
Opposition
Brazilian environmental groups have strongly opposed the construction of the 8 GW of new gas plants mandated by law 14.182/2021, noting that the proposed plants pose a risk to air and water quality, significantly increase greenhouse gas emissions, and will cost consumers far more than plants using renewable energy.[19][21]
Opponents of the plants have also pointed out that the government's rush to commission these new plants has resulted in irregularities in the environmental review and licensing process. The Azulão II and Azulão IV units were granted preliminary environmental licenses less than three months after submission of their initial applications[19][22], leaving no time for publication and public review of the environmental impact studies (EIA) and environmental impact reports (RIMA) required by Brazilian law.[19]
