Background

The 1.7 GW Caçapava power station, sponsored by Natural Energia, is one of the largest gas-fired power plants ever proposed in Brazil.[7] The proposed plant would reportedly occupy an area of 26 hectares, requiring an investment of US $1 billion and generating up to 2000 jobs during its construction.[7]

In September 2023, with the project still reportedly in the early stages of development and seeking its environmental license, the São Paulo state Department of Water and Power (DAEE) granted its approval for the plant to use water from the Paraíba do Sul river basin.[7] The project has continued to provoke controversy and opposition from environmentalists ever since it was originally announced in 2022.[1][2][3][4][7][8]

In January 2024, a judge indefinitely suspended the environmental licensing process for the Caçapava plant[9], and in April 2024, two analysts from the Brazilian environmental agency Ibama flagged a series of issues with the project's environmental impact statement, recommending that public hearings be deferred until these issues were resolved.[10] However, Ibama's Director of Environmental Licensing went ahead and scheduled two hearings in early July.[10] Hundreds of protestors opposed to the project attended both hearings, essentially shutting them down.[11] The protestors asserted that the plant would pose grave dangers to air, soil and water quality in the Paraíba Valley.[12] Opponents of the project have also argued that gas-fired power would be more expensive than electricity from readily available renewable energy sources such as wind, solar, hydro, and bioenergy.[12] Project owner Natural Energia argued that the normal environmental licensing process should move forward despite the suspension of the July hearings, but a federal court ruled both hearings invalid in August 2024, leaving the project in limbo.[13] Meanwhile, several groups, including the civil society organization Arayara, the consumer defense institute Idec, and the Federal Public Prosecutor's Office, continued to question the project's environmental impact.
